Water Neutrality is a code that caps water use for new developments by limiting the project to the historical use for that individual parcel. On July 1, 2017, the Water Neutrality Ordinance went into effect for new developments (residential and commercial) and new and enlarged pools, spas, ponds, and water features. To comply, applicants must design their project to be as water-efficient as possible so that it will not use more water than the 5-year historical use (baseline) of the development site. The applicant will calculate how much water it is projected to use each year using the City of Santa Monica’s Water Neutrality Calculators which is based on a variety of factors including, but not limited to: function of space, indoor use, landscape and irrigation, and pools, spas, ponds, or water features. If the projected water use is equal to or less than the baseline, then the project is in compliance with the Water Neutrality Ordinance. If the projected water use is greater than the baseline, this difference is called the “new water demand.” To comply with the ordinance, the new development will need to alter it’s design to comply or offset the additional water demand somewhere else in the city by using the City Direct Install Option and/or the Developer Installation Option. The costs associated with offsetting a project’s new water demand depends on many factors and will vary from project to project.

This training is specific to review the general facts regarding Water Neutrality Implementation and Enforcement. Contractors, architects, developers, prospective property owners and the general public are welcome to attend this presentation. Please note, we will also be holding training sessions specifically to focus on how water neutrality impacts pools and landscapes.
